After a baby’s birth the first official document, which proves this fact, is a Certificate of Birth. Before getting a passport, this document is a primary document, identifying personality. In the event of loss of such important paper, a replacement Certificate of Birth in Russia should be prepared. Pursuant to Federal Law No. 143 on Acts of Civil Status, the Certificate should be prepared within 30 days from the date of birth. There are no punitive or administrative sanctions in the event of breach of the time limit. But it is undesirable to delay this procedure. The Certificate contains information about parents: names, patronymics and surnames of both or one of them in the absence of the second one. It also specifies date, the locality of the born baby registration and the date of the document issuance. In the situation of joint residence in informal relationship, the both parents shall be present while submitting an application for getting a birth document. If the parents are married, presence of one of them and availability of Marriage Certificate is sufficient.

In the absence of such certificate, when the baby was born without doctors, you should provide statement from persons, who witnessed the delivery or performed the same. Certificate of Birth in Russia is prepared in Civil Status Registration Office, located at the same locality, where the baby was born. In the absence of such Office the registration takes place in the Office of the nearest locality. If a baby is born in the remote hamlet or while traveling, the document is issued at the place of residence of any parent.

The possibility of re-issuance a document is important for parents or foster parents and for the child, since a certificate is the only paper, identifying personality, while an adolescent has not received a passport. In order to re-issue the lost document you need to apply to a registry office, where a birth statement has been registered. For this purpose you need to write an application and pay a duty. A duplicate (replacement) certificate will contain the same data, as specified in the original, only a date of issue and a form number will change. The critical point of the procedure is the fact that a person, in which name the duplicate is issued, should be alive at the time of application submission and a duplicate receipt. In the event of death, a registry office shall issue an extract (certificate) of birth in due form.
